Bill and Norma Gordon opened Hebron House in February 1987 to provide residential treatment and care for people with serious drug problems. Although we were part of Life for the World Trust, a local management team took charge and raised funds locally. The name came from Caleb, in the Bible, who claimed the land of Hebron in his old age and cleared it of enemies as a refuge and safe place.
In 1988 Hebron House became a care home, registered with Norfolk Social Services, providing a home for five women. Subsequently two adjacent flats were acquired providing space for up to eight residents, more staff and better facilities. When the Community Care Act came into force in 1993 Hebron Trust was set up as a registered charity and company limited by guarantee.
This expansion was supported by Life for the World Trust, who gave us all the assets and paid off the bank borrowing, and by generous grant funding from several trusts. Norfolk County Council also gave us financial backing, over four years, making it possible for the Trust to survive and develop.
